The Federal Reserve says appraisal reviews "should decide whether the appraisal or evaluation is appropriate for the transaction, the uncertainty of the transaction, and whether the manners by which the collateral valuation is acquired guarantees independence and quality." In addition, they "must signify whether the appraisal or evaluation report is consistent with the letter of engagement, which sets forth the capacity of the appraisal assignment." The Federal Reserve also states that "some banks augment routine reviews with post-funding surveys of appraisal quality for a number of their higher-risk or higher-value affairs as a control to assist in discovering valuation disputes."
